How to start freelancing from Pakistan in 2026: a step-by-step guide

What to prepare, which skill and platform to choose, how to land the first client, and how to bring the money home without PayPal, with the PSEB, tax and banking rules that apply to Pakistani freelancers today.

  1. Prepare your CNIC, a bank account in your own name, a laptop and a backup internet connection.

1. What you need before you start

  • Your CNIC. Fiverr and Upwork verify your identity, and your bank, Payoneer and PSEB all use it. Keep your name identical everywhere.
  • A bank account in your own name. Foreign earnings should land in your own Pakistani account: the low tax rate depends on money coming in through banks. Never use a relative's or friend's account.
  • You must be 18 or older. Fiverr requires it to withdraw earnings, and the other platforms have similar rules.
  • A laptop and a backup for power and internet. Load-shedding and outages happen, and clients expect replies and deadlines to be met. A UPS and a mobile data package make a real difference.
  • Working English. Most clients write in English. It doesn't need to be perfect, but you have to understand a brief and reply clearly.

2. Choose one skill that clients pay for

Pakistan's IT exports are growing, and the government's lowest tax rate applies to software and IT-enabled services, so skills in that area pay off twice. Pick one and go deep before adding another.

Whether your service counts as IT or IT-enabled decides between the 0.25% and 1% tax rates, so if you're unsure, ask a tax adviser or PSEB before you register. Free tutorials, official documentation and practice projects are enough to reach a first-job level in most of these skills; the government's DigiSkills.pk also offers free online courses.

3. Build proof of your work

Clients hire from samples, not certificates. Before opening any account, make three to five sample projects that look like real client work: a website for an imaginary clinic, a brand kit for a local shop, a one-minute edited video, or two well-researched articles. Put them on GitHub, Behance, Dribbble or a live link you can share.

Most beginners start with one marketplace. Fiverr's higher fee buys you buyers who come to you; Upwork keeps less but charges Connects each time you apply. 5. Set up your account the right way

  • Use your real name and photo, exactly as on your CNIC. Identity checks fail when names don't match, and a failed check can lock your earnings.
  • Open only one account per platform. Buying, renting or sharing accounts gets them permanently banned, along with the money in them.
  • Write a specific title, such as "Shopify developer: store setup and speed fixes", not "IT expert".
  • Show your samples in your gig gallery or Upwork portfolio.
  • Be clear about your working hours. Pakistan is 9 to 10 hours ahead of the US East Coast, so tell clients when you're available and keep to it.

6. Win your first client

  • Reply fast, even if it means checking messages late in the evening when US clients are awake.
  • On Upwork, apply to small, recent jobs that match your samples and write each proposal for that client. Generic copy-paste proposals waste Connects.
  • On Fiverr, use the words buyers search for in your title, tags and description, and keep your response time low.
  • Over-deliver on the first orders. A strong early review is worth more than the first few dollars.

It can take a few weeks to land the first order. Keep improving your samples while you wait, and use the hourly rate calculator to set a price that covers fees and the time you spend on messages and revisions.

8. Keep dollars: ESFCA and Form R

  • Keep up to half in dollars. IT exporters and freelancers can keep 50% of their export proceeds or $5,000 a month, whichever is higher, in an Exporters' Special Foreign Currency Account (ESFCA), and convert it to rupees whenever they choose. Banks let you open one alongside your rupee account, including digitally.
  • Less paperwork on smaller payments. Since April 2026, the State Bank only requires Form R and the inward remittance voucher for IT export receipts above $25,000 (up from $10,000).
  • Use the money abroad. The retained dollars can pay for software subscriptions, foreign consultancy and overseas vendors without extra approvals.

Ask your bank for its freelancer or IT-exporter account; most large banks have one.

9. Tax: 0.25%, 1% and filing

  • 0.25% of foreign earnings for PSEB-registered IT and IT-enabled services, deducted by your bank (section 154A). This rate is extended to 30 June 2029.
  • 1% for IT work without PSEB registration and for other exported services.
  • 5% on income from YouTube, TikTok, Facebook and Instagram since 1 July 2026 (section 154B), or 10% if you're not on the Active Taxpayers List.
  • 15% is deducted by Pakistani clients paying independent professionals, including software engineers (section 153), and adjusted against your annual tax.
  • File your return by 30 September on IRIS. The 0.25% or 1% only counts as your final tax if you file, and filing keeps you on the Active Taxpayers List.

10. Register with PSEB

The Pakistan Software Export Board registers individual freelancers through its portal at techdestination.com. For IT and IT-enabled work it's the step that cuts your tax from 1% to 0.25%.

11. Scams and mistakes to avoid

Never share your bank, Payoneer or email password or one-time code with anyone, including someone claiming to be support or a client.

  • Courses or agents that guarantee income or sell "approved" Upwork and Fiverr accounts. Bought accounts get banned, and the money in them is lost.
  • Clients who want to pay outside the platform before you've worked together on it. It breaks the rules and removes your payment protection.
  • Overpayment tricks, where a "client" sends too much and asks you to return the difference.
  • Jobs that ask you to pay first for training, software or registration.
  • Receiving money through someone else's account. It can cost you the 0.25% rate and create problems with the bank and the FBR.

How can I start freelancing in Pakistan with no experience?

Does PayPal work in Pakistan?
